You will have a better chance of receiving submissions if you guarantee payment. Meanwhile what artists usually do to ensure their designs aren't simply stolen is they submit a lower res file for the contest and if chosen then forward the higher res files. Time isn't lost doing it this way.

Meanwhile it's a very worthwhile charity, perhaps a novel cartoon fireman mascot would be a good addition to the cause?
