Is it ok if i just code to Mobile Responsive HTML / CSS ?

Yes I believe it will be Ok. We are not currently clear on what the hosting limitations of our Office 365 public website are, but CSS is supported.

Ok will do designs and have it coded to HTML / CSS and delivered.
