What will the size be when brochure is open flat?

Not sure if I understand your question. I think you've asked the size question at the start. My response was A4.

This brochure will be folded, is A4 the size when folded or open?

A4 when closed. 

So the total size open would be 16.6 x 11.7 4 with 2 panels,

The brief is very flimsy as it's written. There's not much substance over waffle.
Probably why you're having trouble and having to extend the project deadline.
