Why does it say "Payment not guranteed?"

Dear Project Owner

I had submitted my design to you. I understand that every design must done using Adobe Creative Suite.
Since my submission status for this contest is still "under consideration", I assume my design is qualified to compete.

I am asking this because I noticed you mentioned about not accepting hand entries. I admit in order to come up with my design, I had to sketch it first. In order to envision the design, I created each of the icons or objects individually. Then I scanned those images, put in to photoshop to clean it and transferred it into illustrator to make it sharper ( converting from pixels to vector ).
I can say 2/3 of the process required me to use Adove creative suite.

If you could decide and tell me that my design is eligible for this contest, that would be great. It's not like I took a picture of a design I properly sketched and send it straight to you.

Hello, i have a question, does the artwork has to be scalable/vector ? can't it be RGB raster image?

in which format, we will submit designs?? .ai or .psd?

What is the output dimension?
