Do you think this low budget suffices for full fleged wordpress site with dual languages designed coded & launched?

The budget suffices for mainpage design psd only - not other pages designed or full site coded & or wordpress integrated.
Also please guarantee the project if you wish the best designers to work on it

OK feel free to submit only designs, designs need only be submitted in one language, and 1 page - the home page - but if chosen we will need you to also prepare a standard page template at no extra charge

We want a new look - no real features - same functionality as the current bare-bones website - nothing except normal wordpress pages - we do want to be able to use 2 languages though, which we are happy to do in 2 wordpress sites - so when designing an icon to switch from English to chinese and back will do
