The industry standard is for consulting partners like CodeScience to provide a quote for the entire project without really knowing or understanding the clients business or their requirements...most times the clients doesn't know what they want either. Engaging CodeScience in a "Discovery" engagements for $20,000 - $40,000 will end up saving the client 2-10X in "re-work" or "re-design" etc.
