We're not willing to make the project guaranteed if we haven't seen any designs! Sorry.

Dear Designers,

Asking for Participation Payments is violating DesignCrowd's policies.  If this behaviour continues your accounts will be removed.

Also, please stop asking project owners to guarantee contests.  If you prove that its worth guaranteeing by submitting a great design they have the option...they won't do it before they see your designs.

Whatever is easier for you - we haven''t specified as we know that some designers may prefer to work in HTML and some Photoshop. Please do bear in mind though that PSD designs will need to be capable of being turned into standards compliant HTML (which we can do).
