Please clarify the exact scope of work as this is design contest / competition.
The contest says - uncoded PSD only whereas in brief you want full wordpress theme!
The current budget suffices for homepage psd only - not full site designed or backend or ecommece integrated for this low budget
Also please guarantee the project if you wish the best designers to work on it
