Project says Job Type Uncoded PSD design only

The current budget suffices for homepage psd design only - not full site designed or css coded or backend or ecommece integrated for this small budget
Also please guarantee the project as most designers would not like to work on project where there is no surety that they will be paid after all hard work & efforts!
