Uncoded psd design is the initial stage of making a website. It is just a design file which will be used later for the website development. For making the website live, we need to do coding from the designed psd file.
I recommend you to go for a uncoded psd first then will go for coding as its very important in making website. Hope I have given enough details.

Your current budget is sufficient for 2-3 page psd design only and not coded or WordPress integrated for this low budget. Please confirm.

Yes, that's correct then. We do not currently have a website, we are in the beginning stages of creating one so the uncoded would be best for right now.
