Yes, we required a fully functional design without coding. This is because Wix has a user friendly website building system. A design can be completed without backend coding and CSS and within limitations graphics and photos are automatically optimized.

This is a psd design contest as per brief for this low budget you have set hence all pages with CSS & then WIX cms integration is not possible.
please increase your budget to 600 euros if you need all this done as its out of scope here.
