The current budget suffices for homepage psd design only - not all pages designed or CSS coded or php integrated or backend or ecommece integrated for this small budget.
Also please guarantee the project if you with the best designers to work on it

Have you considered getting a website done up on Wordpress? plenty of decent themes and can still keep your domain name. I would be happy to make a beautiful website for you on Wordpress, a few examples of what can be achieved are listed below. My current blog is on Wordpress. I'm just so incredibly frustrated. I've tried with 2 different designed and gotten stiffed. Spent over $300 for a broken blog. Which is how I landed here. I was assuming we could use these designs on wordpress. I just want to blog and write on a beautiful site. Thoughts?

Looking for homepage design at this point. I won't guarantee the project as I've been stiffed by 2 different designers in the past, leaving me with a broken blog. I have every intention of choosing one of these designs as they are quite good. But, my wallet needs some protection. But I understand the risk on your end and desire to work on guaranteed projects...your call.

I'm sorry you have had poor experiences with your last designers. I would love to work on this for you and would be happy to design and rearrange until you are happy with it – I have been recently been working creating websites for non-profits so am not driven by the cash.
