what my understanding is after reading this project details that you want a home page for your e-learning site. You have attached two mock ups for your home page design. So you want complete code based page not a design like psd.
Please correct me if i am wrong...

Second thing is i don't understand what document folder is. when i opened, there were some xml file. so can you explain what we have to do with this?

and please attach logo of your website too.

Thanks for the invite, I think I can do something for your project but wanted to get an idea if there was any extra value i.e is this prize for the design of the homepage only and then once you have a designer you like you will offer more money for further page designs and possibly web development?

I just couldn't commit to the whole project at this price.
