As per the brief, which I have updated for clarity, we require a functional website. This can be Any CMS + shopping cart or a full blown ecommerce site such as Prestashop.

We are not too worried about the theme or template as we will address this at a later date.

Hi thank you for the invite, But am sorry to say we decline. Budget too low for e-commerce solution and the project is not guaranteed. We can only design the template which you would then need to apply to a website design software. I work with Dreamweaver for basic websites, but don't do linking for payments, and to get the website linked for making payments can be time consuming.
