Project says Job Type PSD uncoded design only

The current budget suffices for homepage PSD design only - not all pages designed or CSS coded or php integrated or backend or ecommece integrated for this small budget.
Also please guarantee the contest if you need the best designers to work on it

Thanks for message. I'm not a web development tech person and will modify my brief but I'm looking for one main page. This page is an uncoded page with creative elements listed in the brief. Once creative is finalized I will have someone code the homepage design. The goal is to hire a design crowd designer.

Dont work on nonguarateed projects as a principle
