Most talented designers avoid non committment projects because they know in the end, the client is not committed to project, will not give them feedback to improve their designs and eventually, they will most likely get a refund. I'm going to echo what Shaitan_batyr2015 said. If you are serious about this project and want to attract quality designers then please guarantee the payment. This sounds like a very interesting project that I would like to work on but will not with a non-guaranteed payment. If you decide to commit to the project please let me know and I will begin working on some designs for you.
