I have a keen interest in the brief. I do have some questions if you don't mind my asking.

1) Can you confirm that this is indeed a PSD design only, unfortunately I do not have any coding experience.

2) From understanding your task outline, you would only like us to pick two things from the list and submit a proposal for that, all of the other tasks will be done on a one to one basis by an hourly rate. If this is correct do you have a rough price for an hourly rate for the services.

3) I also sense that you would like to reduce text a lot and have a more illustrative website to ease the user experience as if you want to convey a story rather than a very large book?
