Sorry for missing Details, i thought i could write this in german. No its an advertisment for a newspaper made by our regional Police. We want to get customers who need a Wireless Alarm System. But it would be OK if we get a cool background with the WMW Logo and we put in the Text ourselfes.

So it's a:

Advertisement for the Newspaper in vector graphics, for family with their own house to convince them they need more security at home?

Just alarms? Does it has to be exactly the same as the real models or can we make it up?

Who are the competitors?

What color do you want me to use?

Do you want the layout simple? professional? serious? tragic?

In the brief the color is set to RGB but since it's for the Newspaper I assume printing is involved too. CMYK setting would be nice as well if printing is intended.

What kind of typeface do you want us to use? Serif or Sans serif?

Vector is what you want but Photoshop is a bitmap. Illustrator supports Vector.

Advertisement for the Newspaper - Yes
Has to be a Vector - No - a psd or that kind would be better so i can fill in the Text in german.

Just Alarms - Yes and doesnt has to be the real models. Not a must to show a Alarmsystem?

What Colour: #8b141c is our Colour. Combines good with white frame on black background.

From what i could understand you want a Layout Design for an Advertisment.
I work daily with Newspapers like Rheinische Post and Saarbrücken Zeitung which publish in their respective regions in Germany.

If it's the Layout Design you require, it would be very useful if you would provide us with a high quality resource file for your WMW logo so we could implement it.

A small advice, if you plan on sending the Layout to a Newspaper publisher, they would be very grateful if you provided them with a .pdf or .eps file rather than a .psd one.
Newspaper companies use .eps extension files while preparing for print. This allow them a better control over the Layout design and future text changes you might require from them.

If you are willing to provide the text that will be used for the Ad, i could also add that in.
