Dimensions? 60 x 60 pixels or 60 x 60 inches?

We would like it to look good when resized to 60x60. The design itself can be larger for example (600x600 pixels) as long as it looks good scaled down to 60x60. We are primarily going to use this in email signatures, but if it looks good hi-res we may print them out as certificates too. That would be ideal.
