Your brief is good, but the budget here mentioned is very small for the whole job.
The budget is fair enough to design the single web page even as well as design the inner pages.
But for the next big part i.e. HTML/CSS and development in WordPress will need more money.
Please note WordPress theme or development will be made from the scratch after the design finalization.
I believe you know the time need to complete a full functional website in WordPress from scratch.
