I am a bit confused about what is needed for this project. Is this for a layer design that would pop up on top of the app that the user is using? Can you post a few examples of similar apps/designs?

Yes you get the picture right :-)
But there are no similar stuff. But In facts you can take the mockups and transform them in to a more stilish look . More iOS 7 like.

Yes we just need a design. No coding. Delivery as Photoshopfiles on layers. In the right dimensions for ios.

Crucial for a first step:
- navigation item
- Listing/Offering library
- Coupon detail pages.
