Is your project truly open only to Australia residents?

I tried submitting last week to another project that said it was limited to Australians as well and my submission was not allowed. This must be a new feature of DC... never seen it before a month ago. Unless the settings can be changed in your project though, there is simply no way for me to submit a design.
