Hi CH,
The budget is very low for all sizes banner ad PSD file. You should increase the budget. And as per the project type, the final output will be PSD and JPG or GIF but no animation.
To get an animated GIF file you may again increase the budget.

Sorry, but I can't increase the budget, but I did remove a couple of the required ad dimensions. Also to clarify... as "Expert Designer" commented I don't need the animated gif as part of the deliver, but rather a .psd file for each ad with the each frame of the animation on a different layer so that I can export as a gif. In other words...I can set up the transitions and animations as long as the artwork for each frame is on a separate layer.
