There is something not right here. THAT'S £2.80 PER PAGE!!!!!!!!!!!!!!!
With all due respect kind sir, have you ever visited the planet Earth? We have staff with mortgages to pay and they have to eat!

Many thanks for your comments and I have increased the budget substantially as I agree with your views and was surprised DesignWorks provided an option for a magazine at such a low figure.

At this point however, I am not expecting any designer to design the whole magazine - just a few sample pages which conveys the style and layout proposed, after which I will award a winner to then design the whole magazine.

It's not guaranteed simply because I don't know what level and quality of response I will get having not done this before (although I appreciate the fact that I am more likely to get better quality if I guarantee it, it's also a risk).

Awe, so nice to get your smoke signals. I can tell you are genuine. Sounds like you need a helping hand on this one as your increased offering at £10 per page is still way, way too low for such a project. Indeed you may get a trickle of replies (by not guaranteeing the project) from back bedroom/sweatshop designers from the other side of the planet and then you'll enter a "real nightmare zone" in trying to complete the job on such a low budget. Don't get me wrong as I am not a negative guy but I really do fear for you on this one as Design Crowd is not the platform to use for this sort of project unless you guarantee the payment and even then it's still far too low. You need a local company who you can press the flesh with. Are you based in Manchester?
