Your project is good. But the budget mentioned here is not fair enough to provide all those things.
It is possible to design 5 pages including home page only in this budget. Or 1 home page design with its HTML/CSS can be possible for this budget.

But to get HTML/CSS and development you need to increase the budget. To create a 5 pages full functional website we need a designer, a HTML/CODER and a developer. At the same time development cost will also depend on the coding platform you want.
