Tattoo-Design Kurzbeschreibung

I am looking for a tattoo design for my upper thigh to extend down to shorts length (approx 18-24" long) and have a little extend above the shorts waist (probably a piece of chain) to entice that there is a tattoo covered by my shorts. I would like to make sure it would be easy to extend the tattoo down my leg or up my body in the future. I was in prison 20 years ago so I want to create a tattoo that creatively includes and weaves throughout the dates (Nov 1998-March 2003, inmate #15133-075, chains, handcuffs, and somehow show how my faith in God truly set me free.
