I have a question about the briefing = Does the redesign have to respect the whole context of the original logo in its lines, or can it be a modern or individual version?

I've been thinking of this project very much for about a week or so, and I was thinking that some Native American person should be involved in the concept selection in order to help better at getting a concept that will be truly appealing or relevant to the community. Maybe this is the way it already is, I don't know... It's just that I'd say the target audience has some voice to raise somewhere about this matter.
