This is doable but I am hesitating to commit to the project because:
1. The logo files attached are low res JPEGs and to animate it we need the source file (.psd or .ai or .eps). If possible, please contact the logo designer and ask them for the source files. In absence of source file, the animator is required to recreate the logo from scratch as best as possible and that is not worth the effort for this budget and spec work.
2. The brief asks for a 5 second intro, a 5 second outro and a looped GIF of the logo. That's 3 separate animations and the budget is for one animation. Please consider this either add $$ or update the brief to only the GIF for now and the winner can do the intro, outro later at an added fees.

Thanks for your message. I have AUS$188 added as a budget. Considering Fiverr prices , this seems to be more than adequate. I can do it cheaper Fiverr but I will be committed to a single designer. Like crowdsourcing because of the level of creativity the crowd bring to the table.
The Intro is up yo 5 as aimit, not 5. The outro doesn't need to be a new motion clip. What thever the Intro is but I was thinking that rather than showing "Management Consulting" and ( Because it is Possible) we can show www.geniusbalance.com and 5 social media icons. Not complex at all. A tiny tweak to the intro. The same idea is applied to the GIF file. Same motion, saved as a GIF. No added extra effort.
