I second my colleague. Not enough info. You should also give some technical info. What will the mascot be used for? In publications? To create a costume? In videos? Does the mascot need to be 3D rendered?

Mascot can be either human or animal. Anything can be.. Even dolphin also can.
Cartoonist would be better.
Prefered accessory can be : vacuum / anything look like to clean the water

The mascot can be used for any publication/video. 3D rendered is not required.
