The background should be navy as the completed Tshirts will be navy blue.
See file name "Jersey City Shirt" for the idea they are trying to replicate - he mentioned that he likes the "cartoony" look, which means spot color printing is going to be fine
He has provided images of 2 highway signs, and some images of some old buildings because that is what this city is known for. Also the WIFFLE ball sign, which is the other thing that Shelton is known for (actually the only manufacturer of Wiffle balls and bats, kind of a cool note) He'd like to use these images for the background, obviously in place of the bridge and statue of liberty, etc.
