I did not want to comment in addition to the quotations but if you insist ...

The color code inspires by 17 UN goals is not respected
The hand symbol does not represent the missions we do in the fields of education, poverty, climate, ...
The star does not add anything to the visual message researched by our NGO
The mosaic aspect is nonexistent

You did not take up the points described in the briefing, it does not call into question your qualifications but you were just off topic ...

Use this comments to better know your client and not as a personal comment.
Eventually also don`t call your potential costumers "Dick" because you somehow also represent this site Designercrowd in the messages you are sending

So don't give bad rating to people, just eliminate the design you don't like. you don't paid them yet! they all do this fo FREE! as NGO you should probably respect that more, they try to help you without even getting paid for their work. try to appreciate for what they do by not giving them bad rating. you giving them bad rating practically screwing them over, so yes it's a dick move. period!
