At the end of the project, do you require only jpgs of the 'look and feel' of the website? Or do you need the website to be built as well? Thus having a fully functional website. Some website projects only want images because the project owner already has a developer to code the website. Other website projects need a finished website at the end. I hope this explains my question better.
