In my experience, many top designers (including myself) will not submit to Non-Guaranteed Projects. It seems about 90% of these types of projects are refunded. Although we, the designers, do not question any particular company or project, many windows are left open for scam. Unfortunately there are people who will open these Non-Guaranteed projects simply to steal the designer's work and then request a refund. For this reason, it makes it difficult for designers to accept them. I used to accept these and about 20% of my total submissions, including guaranteed projects never closed as scheduled.
