I am interested in your project but not on the Logo part.
Its a strict budget for a web design already, for the logo i would sugest for you to hire someone that works only with Logos.
A Logo is very important as it needs to convey the company message properly to the demographics the company is aiming at, a good Logo is well worth the money.

Please let me knwo if you are available to redefine the scope of the project.
