Whats the max banner file size? (for example <150kb) ?

I uploaded a design, this website only accepts .png or .jpeg files. It does not accept gif. But I made its .gif version and I tried it on browser it works. if you can give me your e mail I can send you gif file if you liked the design. Please give me feedback to my design. also I did not understand about the second one (448 px-81px) which one is width and height? Also do you want same design on it or different on the second size?
