Thank you for getting back to me.
On your project dashboard you can select "payment guaranteed", what this does is lock the project in DesignCrowd, kinda of like an escrow. This gives security to the designers knowing that you are commited to work with a designer you meet in DesignCrowd.

By the way i forgot to ask if you are expecting design + development. Your brief kinda make it seem like you are looking for a fully CMS developed website but let me tell you that your budget doesn't allow for that.
On the other hand i am a Design at Modulus Web Design and we can for sure custom design and develop your website, granted that we agree on a budget for the development.

I thought I'd already selected the payment guaranteed as they took money off my credit card already. Im only committed to a designer once Ive seen their ideas obviously.

As per brief, we can either go with one of the two templates so it has a CMS backend - wordpress or lucid.

I know you already paid in full, but to guarantee you need to activate that option on your project dashboard.
Anyhow, the budget doesn´t allow for the design to be built into html/css much less implemented into a CMS.

Creating a design that can later be built into a CMS is not a problem, i can even make sure the design itself is already appropriate for a responsive website development.
But i cant custom design + develop the website for you within that budget. I actually find it hard to believe that a professional team will do it. A properly developed website takes time, it surely ain´t east.

Note of caution. Make sure you dont end up with a website that is nothing more than a sliced image placed on custom modules within a CMS.
