Can we save file in EPS or AI format?

No I need to be able to make changes and we don't have the capacity to purchase any products like Illustrator. So we need to use Scribus

I am open to designers using any opensource design software -it just needs to be free for commercial use. Some options are Scribus, Inkscape, GIMP etc.
