Thanks for the invitation. We don't have Ipad as well as we don't have apple os. In fact we are working in windows 7. So what to do if we need to see the template in windows and how we can design the template in windows.

Please advise.

Ouch!
There are so many issues to deal with! Can't even use Mac OS 10.6.X. Given my MacBook, I will need to start by buying a new machine...

This project has a lot of standards that are hard to aquire. You are limited to submissions from only those who have InDesign, because as you have stated, the template will not support PSD. Therefore, I am out for this project. Sad to say because I had a trick up my sleeve for this one :/ Wish all the contestants luck in the near future!
