The use of the word spring is to conjure up the image of the struggle people go through to attain democracy - think the "Arab Spring", not the season. The name Wellington Spring? Wellington is the capital city of New Zealand and the place where most public servants work. The "spring" is the rebirth of a sense of ownership of the role we play in society as public servants and a celebration of how lucky we are to have such freedoms.
