Not really sure what oppinion you ulooking for here.
Design? Development?

Well, you do need a new design, responsive and more up to todays standarts.
Develppment wise, you wil need it from scratch as the website redesign will for sure be drastic, maybe the old DB can be used, but without some hands on knowledge i cant say if using the old DB will save you development time or, add to the development time.
On thing is certain, the current budget wont cover the whole project.


I think it would be fair to update the current project to be design only.

Only three days to submit a design and it shows that 0 (zero) design(s) are submitted till now. Also read some comments from other designers who were suggesting you to launch another competition or auction on a different website. Having no design submitted yet has made this brief little doubtful for me. There seems to be an uncertainty about whether this contest is still on or not.
