Canadian Company needs a t-shirt design

We need a design done in the sRGB colour profile, a vector file and a PNG will be needed. The image needs to be ready for DTG print and possibly to be screen printed in the future. This image will be on an asphalt grey or solid black tee. The image will be of an octopus (purpleish red in colour) wrapping it's tentacles around the helm of a ship (goldish brown) with waves around the image (teal blue). The design can only consist of 4 colours. This design will be printed on the back, which is a 12"x15" space and should take up majority of it. Design concept that I would prefer to see, scroll banner at the top with the phrase "take the helm," pirate/tattoo font, below a scene of an octopus 3/4 side view angle, above the ship's helm with the tentacles being wrapped in and around it, background of crashing waves (keeping the waves balanced on either side), a small pirate ship that would look like it was in the distance near the water's surface and close to the Octopus head.
